Certificate of capacity for companies - Air conditioning

The new regulations put in place on refrigerants and articles R543-75 to R543-123 of the Environment Code, regulate the conditions of use, recovery, placing on the market and destruction of the substances CFC, HCFC and HFC. The purpose of these provisions is to limit the emission of these greenhouse gases and to empower all the players concerned. Decree No. 2007-737 of May 7, 2007 requires all companies carrying out refrigerant handling operations to hold a CAPACITY CERTIFICATE.
Who is concerned ?
All companies and organizations that carry out all or part of the following operations on a professional basis:
- the commissioning of equipment
- maintenance and repair of equipment when these operations require intervention on the circuit containing the refrigerants
- equipment tightness control
- dismantling of equipment
- recovery and charging of refrigerants in equipment
- any other operation carried out on equipment requiring the handling of refrigerants
- training in handling refrigerants
Refrigeration and air conditioning systems and installations, including heat pumps, and air conditioning for vehicles containing refrigerants, alone or in combination, are considered equipment.
More specifically, all companies specializing in the following areas are concerned:
- automotive air conditioning (garages, car manufacturers, wreckers, shredders)
- domestic cold (refrigerators, freezers, heat pump, etc.)
- commercial cold (supermarkets, hypermarkets, etc.)
- industrial cold
- transport and logistics
How do you prepare?
- You must identify the personnel concerned for the handling of refrigerants and check if they hold a diploma, a professional title, a recognized professional qualification certificate. Otherwise, you must obtain a certificate of suitability from a certified evaluating body.
- You must identify the tools used. You must check that you have the necessary tools, in good working order, suitable for your interventions and in sufficient quantity.
- You must set up a monitoring of the flows of refrigerants. Each year before January 31, you must communicate your annual declaration of movement of fluids as well as the state of stocks for the previous calendar year.
- The certificate of capacity will be issued for a period of 5 years. During this period, your approved body (DEKRA Certification) will carry out at least one visit to the site of your establishment to verify the information transmitted as part of your application as well as the consistency of the balance sheets of refrigerants transmitted (quantity purchased, charged in the equipment and recovered).
